Traffic Division

The primary focus of the City's Traffic Division is to enhance traffic operations and traffic safety for the community. The Traffic Division is part of the Public Works Department and is a combination of Traffic Engineering and Traffic Field Operations.

Traffic Engineering 

City Traffic engineers design, analyze, and plan for traffic capabilities and safe traffic movements throughout the City and also conduct period traffic studies. 

Traffic Field Operations

The City's Traffic Team carries out traffic field operations which include:

  • Designs
  • Construction
  • Traffic facilities and equipment
  • Steetlights
  • Roadway striping
  • Traffic control signs and pavement markers 

Traffic Signals

The Public Works Department maintains 78 traffic signals. As part of the Capital Improvement Project Program, Public Works replaces aging equipment. Replacements include signal communication, controllers, battery backups, and other components.

Regional Traffic Signal Synchronization and Equipment Upgrades ProjectRegional Traffic Signal Synchronization Project_Map

As part of the Capital Improvement Program, the Public Works Department along with other participating regional agencies and the Orange County Transportation Authority (OCTA) has performed traffic signal synchronization and equipment upgrades along major City roadway arterials to help improve traffic flow and reduce vehicle idle time at red lights. The project encompassed 30 signal intersection upgrades along the entire length of Crown Valley Parkway. The City has budgeted for continued signal synchronization and equipment upgrade improvements along Alicia Parkway, Cabot Road, and La Paz Road.

COMING SOON! The Laguna Niguel Traffic Management Center

The Public Works Department will soon have a Traffic Management Center to capture real-time (not recorded) video feed for the purpose of capturing accurate traffic volume counts, to improve signal timing, and to assist emergency responses vehicles. The Traffic Management Center is Phase 1 of the Regional Traffic Signal Synchronization and Equipment Upgrades Capital Improvement Program Project, which inclues upgrading traffic video detection at City traffic signals. 

Accessible Pedestrian Signal Push ButtonsNew Accessible Pedestrian Push Buttons

As part of the Capital Improvement Program, the Public Works Department annually upgrades pedestrian signal push buttons to ADA compliant accessible pedestrian signal push buttons. This project replaces traditional push buttons with vibro-tactile buttons as well as customizable audio broadcast of message and sounds for sight-impaired pedestrians. This project is supported with funding from the Community Development Block Grant (CDBG).

Traffic and Transportation Commission

The TraffCalendar Iconic Division provides technical support and recommendations to the Traffic and Transportation Commission. The Commission meets on the 4th Wednesday of each month at 7:00 p.m. in the Council Chambers.  

City of Laguna Niguel's Local Roadway Safety Plan

2022 Local Roadway Safety Plan ReportThe 2022 Laguna Niguel Local Roadway Safety Plan was funded through a grant provided by the California Department of Transportation (Caltrans). The City of Laguna Niguel, in collaboration with multidisciplinary partner agencies and stakeholders, collaborated to develop a Local Roadway Safety Plan (LRSP). The purpose of this LRSP is to provide a proactive approach to addressing safety needs for motorists, bicyclists, and pedestrians on City of Laguna Niguel managed roadways.
