Residential Parking Permit Districts
The City implements, maintains, and administers residential permit parking districts for approved communities in the City limits. Permit Parking Decals for approved residential permit parking districts do not require a fee.
If you live in or have recently moved into a community where Permit Parking Only signs are posted you will need to obtain in-person, a Permit Parking Decal from the Public Works Department during regular business hours or by appointment. The Public Works Department is located on the 2nd floor of City Hall at 30111 Crown Valley Parkway, Laguna Niguel, CA 92677. We encourage you to make an appointment to obtain your Permit Parking Decal by emailing parkingpermits@cityoflagunaniguel.org.
Note: Not every street or neighborhood requires permitted parking. You may not obtain a Parking Permit Decal if your street is not listed in a City-approved residential permit parking district.
Steps to Obtain a Permit Parking Decal |

| Step 2. | Please email the completed Permit Parking Request Form along with the documents listed below to parkingpermits@cityoflagunaniguel.org. You may also bring the documents with you when you visit the Public Works Department in person to obtain your parking permit decals. | ||
| A copy of a recent utility bill with applicant's name and the property address. | |||
| Copy of current California vehicle registration with the property address for vehicle(s) receiving permit parking decal. | |||
| If applicant is leasing the property, a copy of a signed lease agreement with applicant's name listed for the property address and the date of the lease. | |||
| Step 3. | Visit the Public Works Department on the Second floor of City Hall during regular business hours to obtain the Permit Parking Decals. You will need to bring a valid and current form of identification. We suggest making an appointment in advance to ensure the appropriate person will be able to assist you. | ||

FAQs
If you do not have a permit parking decal issued by the City and you park your vehicle in a City-approved Permit Parking District during the permit parking only hours shown on the posted signs, you may be ticketed by the Orange County Sheriff’s Department.
There is no parking permit or decal fee. This program is free to residents. The City covers the administrative and enforcement costs to implement and maintain the program.
You will need to complete a permit parking request form, provide proof of residency and provide proof that your vehicle(s) is registered to a property within the permit parking district to obtain a permit parking decal.

- If a replacement decal is issued, the old permit parking decal will be voided from the City’s permit parking database and will no longer be useable.
- If you sold your car, you must notify the City and apply for a new parking permit decal for any new vehicle you may have purchased by submitting a permit parking request form and providing proof that your new vehicle is registered to a property within the permit parking district.
- The permit parking decal that had been issued for the sold car will be voided from the City’s permit parking database and will no longer be useable.
Guest passes are available on a case-by-case basis in City-approved Permit Parking Districts. However, certain City-approved Permit Parking District communities do not allow any guest passes. Check the City-approved Permit Parking District list to see if your community allows guest parking passes.

Permit parking signage is installed at 300-foot intervals to provide enforceable notice. The installation locations for signs are pre-determined through the permit parking petition process. By signing the petition, residents are made aware of and accept the sign installation locations. The City makes all efforts to install permit parking signage on existing posts or streetlights.
Yes, per Municipal Code Sec. 7-4-607, residents may request permit parking to be established in their community by petitioning the City. Residents seeking to establish permit parking in their community, must first submit a letter requesting permit parking and submit it to traffic@cityoflagunaniguel.org. The City will then provide the resident with a petition form. Only a City-provided petition form will be accepted for consideration of establishing a permit parking district.

The City will conduct several overnight parking studies over the course of 3-4 weeks to assess the need for permit parking in the petitioned community. These visits are typically between the hours of 12:00 AM and 3:00 AM when vehicles are parked for the night.
It typically takes a minimum of 3-4 months from the receipt of a petition, assessment of need, approval of implementation, to installing the permit parking signs.
