Yes, Building and Safety accepts online submittals for residential solar, HVAC systems, re-pipes, reroofs, retrofit windows/doors and electrical panel upgrades. Please follow the link here to the City of Laguna Niguel eTrakit online permitting system for online submittals.
Plan check review for building permits take a total of 10 business days for first submittals, resubmittals take a total of 5 business days.

If your home was built after city incorporation (1989), it is possible that the city of Laguna Niguel has original copies of your original home plans. Please send original home plan requests to the Building Division via email at BPermit@cityoflagunaniguel.org.
The zoning ordinance outlines the type of uses permitted in various locations throughout the city. A list of permitted uses (by right or conditionally) for each zoning designation is located within the zoning ordinance.
To operate a business out of your home, a home occupation permit is required. Please review Section 9-1-35.10 – Home Occupations – in the Laguna Niguel Municipal Code for standards and requirements.

The City of Laguna Niguel does not have a view protection ordinance. Please consult with your HOA for possible CC&R protections.
