We honor and celebrate his many contributions in service to our country and his beloved Laguna Niguel. Joe’s commitment to public service inspired so many, including myself, to dedicate their time in service to others. Joe put his neighbors and fellow countrymen and women before himself. We are forever grateful for his exemplary service to the City of Laguna Niguel.”
