There are many State requirements for "plans" and "programs" that must be prepared and adopted by a City in order to approve development projects and ultimately allow the construction of buildings and regulate the use of private property within the community. For example, the City's General Plan (adopted in 1992) addresses long-term land use and growth within the community.

The purpose of the
Laguna Niguel Gateway Specific Plan
is to responsibly guide attractive and exciting new development opportunities for the approximately 315-acre Gateway area is located along the Interstate 5 Freeway and the San Joaquin Hills Transportation Corridor (State Route 73), in the City of Laguna Niguel. The Plan was recently amended in 2011.

In addition to the Laguna Niguel Zoning Code Section 9-1-7 Sign requirements, many of the City's commercial centers have sign programs to achieve variety, effective identification, attractive appearance, and coordinated design for the center. The sign programs are available
