AGORA Arts District - Downtown Laguna Niguel
Update # 6 County Courthouse Site 04-07-2016

On April 25, 2016 at 6:00 p.m., the City will host a public scoping meeting regarding the proposed Agora Arts District Downtown Project. At that time, staff will present an overview of the Environmental Impact Report (EIR) process and receive public comments and suggestions regarding the scope and content of the EIR. The meeting will take place in Council Chambers at City Hall, 30111 Crown Valley Parkway, Laguna Niguel, CA 92677.

The Agora Arts District proposal envisions a dynamic and vibrant downtown district on the site of the old County Courthouse next to City Hall. The project will feature specialty retail, restaurants, community-oriented event space, integrated residential homes and extensive walkable open space plazas and squares.

The City has prepared an Initial Study that provides a detailed project description and evaluation of potential environmental effects of the proposed project which is available at City Hall, the Laguna Niguel Library, and online by clicking on the link below. 

Comments and input regarding the preparation of the EIR are welcomed and must be received between April 8 and close of business on May 9, 2016. All comments and responses must be submitted in writing to:

Update # 5 County Courthouse Site

Update #4 County Courthouse Site 05-08-2015

About 250 residents and business owners filled the City Hall council chambers and community room on Monday, May 4th to hear a presentation on the proposed development of a downtown arts district at the old County courthouse site adjacent to City Hall. The meeting was co-sponsored by the Laguna Niguel Woman's Club and the City of Laguna Niguel to provide residents with an opportunity to obtain factual information and ask questions about the project. AGORA Arts District – Downtown Laguna Niguel. Learn about the exciting vision for the former County Courthouse site as the AGORA team will make a public community presentation to present the concepts for the project on May 4, 2015, 7:00 – 9:00 p.m. in the Laguna Niguel City Hall Community Room, 30111 Crown Valley Parkway. The AGORA proposal envisions a dynamic, upscale and walkable downtown style development featuring a series of pedestrian plazas and open common green areas that include specialty retail stores, restaurants with outdoor patio dining areas, outdoor performance areas, event and meeting spaces, a cultural arts plaza and a residential village. The AGORA proposal for the former County Courthouse Site envisions a dynamic, upscale and walkable downtown style development featuring a series of pedestrian plazas and open common green areas that include specialty retail stores, restaurants with outdoor patio dining areas, outdoor performance areas, event and meeting spaces, a cultural arts plaza and a residential village. The development team of LAB Holdings/Griffin Realty has provided additional information featuring some of the exciting community and cultural art activities and opportunities that will be included in the project,such as an outdoor performance stage, space for festivals and markets, and community center and event space (See link below).

The AGORA team will share their vision for the project at the next Laguna Niguel Chamber of Commerce Government Affairs Meeting on April 10, 2015, 7:30 – 9:00 a.m. in the City Hall Community Room, 30111 Crown Valley Parkway. For more information, contact the Laguna Niguel Chamber of Commerce .

Over the next few months, City Staff will be working with our residents and businesses, development team and County staff to refine and provide additional details of the concept plans. The City of Laguna Niguel is NOT the land owner NOR the developer in this project. The City will be responsible for processing the development applications just like any other commercial/residential development in the City. To that end, no formal application has been submitted to the City by the developer. Please be aware that the City Council has NOT taken an official position on the Agora project. Update #1 County Courthouse Site 03-20-2015

AGORA Arts District - Downtown Laguna Niguel. On November 25, 2014, and after an extensive competitive process, the County Board of Supervisors, selected LAB Holdings/Griffin Realty as the preferred developer for the former South County Courthouse site adjacent to City Hall. The selected “Agora” proposal envisions a dynamic, upscale and walkable downtown style development featuring a series of pedestrian plazas and open common green areas that include specialty retail stores, restaurants with outdoor patio dining areas, outdoor performance areas, event and meeting spaces, a cultural arts plaza and a residential village (see link below). The concept is envisioned to create a true “Downtown” area where residents can enjoy a variety of indoor and outdoor experiences, from shopping and dining, to recreational, educational and cultural activities.

Since the City incorporated 25 years ago, the City has always envisioned a place where residents can experience a unique sense of place to call our own. The Agora proposal is tailored to meet those needs.

There has been much discussion in the community recently about the project, including petitions that are circulating suggesting that there is a choice between only housing and a performing arts center on this property. The County – approved AGORA proposal is much more than a residential project. In addition to the restaurants and specialty retail, it also will provide much needed event space and opportunities for a variety of outdoor activities, including performing arts, educational classes and other community events within the common plazas and squares.

The County of Orange, as the land owner, is ground leasing the property to allow the property to be developed for non-governmental uses that will create a pedestrian-oriented environment benefiting the City with an approximate $150 million dollar investment in the community, generating a new source of property and sales tax for the City. In addition, it also helps achieve the County’s long-term financial goal to create a stable long-term revenue stream from this real estate asset to help fund County-wide services which also benefit the residents of Laguna Niguel.
