Background
The State of California requires each city and county to periodically update the Housing Element of its General Plan. The City’s current Housing Element was adopted by the City Council on August 20, 2013, and certified by the State Department of Housing and Community Development (HCD). The Housing Element update covers the planning period of October 2013 through October 2021.

Regional Housing Needs Assessment (RHNA)
The Regional Housing Needs Assessment (RHNA) is mandated by State Housing Law as part of the periodic process of updating local housing elements. The RHNA quantifies the need for housing within each jurisdiction during specified planning periods. The quantified RHNA includes the community’s “fair share” allocation for all income groups (very low, low, moderate and above moderate). The Southern California Association of Governments (SCAG) oversees the RHNA process, which is ultimately approved by the State HCD. (For more information, visit the SCAG RHNA Website).

State law (Section 65583,c) requires each jurisdiction to develop a program designed to meet its housing need. If an inventory of potential new housing sites does not accommodate the RHNA, then the program shall provide for sufficient sites with zoning that permits multi-family residential uses by right.
