Urban Runoff Management

The goal of the City's Urban Runoff Management Program is to protect the quality of water in our creeks and ocean by prohibiting pollutant-laden discharges into the storm drain system when it is not raining; and by reducing the amount of pollutants carried into the storm drains during rainstorms to the maximum extent practicable.


The City's Public Works and Community Development Departments are responsible for coordinating the program, which is a requirement of the South Orange County National Pollutant Discharge Elimination System Permit issued by the San Diego Regional Water Quality Control Board. The City's Local Implementation Plan For Jurisdictional Runoff Management Program documentation is periodically updated as the requirements of the Permit evolve.
